MINUTES OF THE MEETING HELD ON THURDSAY, FEBRUARY 16TH 2023 AT

22/83 Declarations of interest in the following agenda:
Cllr Jeeves declared that his wife is a governor at All Saints primary and nursery school.
22/84 Previous minutes:
The minutes of the previous meeting held on Thursday, January, 19th 2022 were accepted as a true
record.
22/85 Updates of actions:
Church mowings and weeding:
Action: Parish clerk has contacted Streetscene who are looking into it.
Gulleys and weeding: Weeding is carried out twice yearly, however, it does not appear to have been
carried out recently. There is the potential to have it done privately and paid for by the parish
council.
Action: Weeding and weed spraying difference on contracts to be followed up by the parish clerk.
Road sweeping: Cllr Batchelor has contacted SBC. Since then, the main road through the village
has been swept. However, it is uncertain whether the side roads were included.
Action: Cllr Batchelor will contact them again when back from holiday.
Online banking: There has been progress, however Cllr Jeeves has been unable to confirm
documents with the bank and will continue in his efforts.
Philip Jones' queries from the previous meeting have been passed onto the SPCA - once a
response has been received this will be forwarded onto the parishioner.
Update flooding Bourne property: Cllr Batchelor has checked online with SCC Highways website
and the matter has been inspected by SCC but they put little importance on it. Mr Bourne has
challenged their decision but to little avail.Water levels nearby have increased, which appears to be
continual and not remedial.
22/86 Public question and response from the chair:
Chris Reynolds, village hall committee was present at the meeting:
Elections: the village hall will be the local polling station and as such, it needs to be advertised that
ID is needed to be able to vote. A notice advising this has now been placed on the noticeboard.
A King's Coronation celebration will be held in the village, potentially on Sunday 7 May. It is
envisaged that table and chairs will be placed in the car park. Street closure and games on the
road. Catering will be available. Cllr Winnington will follow up regarding permissions for road
closure. The village hall will also look into commemorative mugs, look into costs and amounts in
order to put a proposal to the parish council for their purchase.
Reports:
Village Hall Committee: None received.
Mowing: Grass has not been cut in the last month.
Highways: The village was recently swept, however,this did not appear to include all roads. Whites
Meadow was part of the work. White line painting has also been completed, but not throughout the
village.
Footpaths: None walked.
Gulleys and weeding: Covered above.
All Saints School, Ranton: No updates.
22/87 Parish Clerk report..
Local elections will held on Thursday May 4. This may incur costs to the parish council, however,
the exact amount will not be known until later this year, dependent on whether an election is needed
for councillors for the parish council.
Free training with the SPCA will be held for parish clerks for elections during March.
Action: Parish clerk will check availability.
22/89 Finance matters:
Accounts to date:
The latest statement date for December 1, 2022 showed:
Reserve account balance £978.00
Current account balance £10,746.49.
Reserve account:
The reserve account will be finalised once online banking is available.
Ongoing Action: A total of £7,000will be moved into the reserve account (mower fund) once online
banking has been fully set up.
22/90 Chairman's questions/items for information/next agenda
The next parish council meeting is scheduled for Thursday, March 23rd at 7.30pm. Cllr Winnington
has a full council meeting, but will try and join the meeting once this has finished.
Agenda item to be included in March's meeting: Parish clerk will check with SPCA on meeting in
April (purder).
